The new surcharge changes the jackpot math
Maine Revenue Services revised its 2026 withholding tables in August 2026 to add an income tax surcharge of 2% on income above $1,000,000 for single filers and $1,500,000 for married filers. A $3,000,000 prize to a single filer now carries $253,980 of Maine tax — about 8.47% — while the Lottery withholds $214,500. The surcharge is the main reason a large Maine winner owes state tax at filing.
Brackets and debts
Below the surcharge Maine keeps three rates: 5.8%, 6.75% and 7.15%, with 7.15% starting at $64,850 for single filers and $129,750 for married couples in 2026. MRS lists gambling and lottery winnings over $5,000 as subject to mandatory flat 7.15% withholding. The Lottery also deducts any debt owed to a Maine state agency before paying the prize.
The withholding tables give single and married thresholds only; heads of household are shown with the single figures and flagged.

What Maine winners should know
- New for 2026: Maine adds a 2% surcharge on income above $1,000,000 (single) or $1,500,000 (married), so a seven-figure prize is taxed at up to 9.15% at the top.
- The Lottery’s 7.15% withholding does not include the surcharge — a large winner should plan for the difference.
- Debts owed to a Maine state agency are taken out of the prize before payment.
